I am not sure, if I understood well your post.. I don´t know, if you agree with my post, where penalty for high (>250IAS) is IMHO nonsense
or you don´t agree with it..
I think, that max 250IAS below FL100 for (especially) departures, is worthless.
As far as I know, if TMA(or whatever part of airspace) is class C airspace or higher (B and A), there is no such a restriction for IFR below
FL100. If yes, it needs to be described in AIP or usually is quoted on arrival/departure charts.. But, generally, there is no limit for IFR in
class C or higher airspace.
And most of main world airports TMAs are class C or higher..
