Well this have some good reason for doing this: police will always put more ressources to catch someone well know for illegal activities
than someone that just started fresh.
About other idea look good. Night and no light for example may give a "stealth bonus?"
It's not so evident, in some country of course flying low with no light may give you more chance
but in some other it may be the better way to have everyone looking at you as suspect.
I'll see this at the meaning time.

About FsPX I spent most time (and I still spend time) to simply recover features of FsP and deal with FsX specific. Wasn't (and isn't) easy.
The new features is not what take me the most time and I know where I want to go exactly. (mean not all what is suggested will be done)
Imho FsP was well balanced and fun, FsPX will have some more feature for better ease of use and more enjoyment but I'll not rewrite it
completely. (in fact adapating it mean a LOt of rewrite already) I know some will be disapointed to not have a complete new addon, a
complete economic managment or whatewer but for an addon FsP(X) have already a LOT of features. (some addons do announcment,
some reports, career, some penalties, some failures etc but at my knowledge FsP is the only one to propose all that in same time,
adding much more would make it confuse and out of its scope)
UPDATE:
Float aircraft will not need cfg editing anymore (for parking brake) and water is now detected, heli will be flyable without cfg editing BUT
will still remain not fully supported (mean several feature will be disabled)
Wow... just recovered something strange with helli and FsX's payload calculus... pfeeew.
