the FSP flap penalty is trivial... zero will give you penalty any other value are ok...
this is because FSP can't hold the 50'000 flight manual of any existing aircrafts
(or even the 100 most flyed) to look about flaps value.
And even with the manual flaps value depend of landing strip lenght, air
temperature and few others value... so it's impossible to guess the correct
value for any aircraft... (well we might do that but in this case it would be half
of the code of an add-on and may take month to work accurately (if it work )
For extremely rare aircraft that require no flaps you may disable the flaps penalty in
more_option.cfg
So don't forget to set any flap at take-off or landing (you would be surprised
to look into the VA report that somes peoples forgot them)
