Yeah, this is weird. Fortunately I don't have that on the Q400, only in the Skylane.
I tried again today, impossible to turn the belt sign on, even by assigning a keyboard key (and the icon does absolutely nothing). It's also impossible to change the option and have it manual instead of automatic.
The result it that I'm losing a big part of the score because "· Performing dangerous maneuvers in flight while the passengers don't have their seat belts fastened is criminal. (-400)".
