Hi,
I have windows 8.1 64bit, I run fspax on fs2004. I have also spent a small fortune on payware and scenery and I prefer it's look and feel better than FSX.
There are no problems with fspax on my rig:
ASUSTeK COMPUTER INC. G30AB

3.50 gigahertz Intel Core i7-4770K

I cannot run reality xp guages because of the 64bit platform so eaglesoft citation stays in the hangar for now but that is the only thing, fscenex also crashes but not in fsx. Those two issues.
If I had the problem with the payload image I would go to the root file, on my system it's, D:\Program Files\Microsoft Games\Flight Simulator 9\FsPassengers\payload_model without the sim running and run the payload exe. I would load an aircraft ini of one of my planes and see if there is anything missing.
If nothing is missing I would start the sim then run that same aircraft to see if the load file comes up ok. If not I would try to make a new one manually and see what happens.
I also took ownership of the fs9 updated executive file by right clicking it and going to properties-security then claiming ownership to my user name under find in the advanced tab.
I made sure to install the sim where the 3 terrabyte storage is under D in my system not the ssd c area where windows is.
There are probably many things you can do but that is how I would begin.
