How this Flap Penalty works?????

I was working off of 15,000lbs (MLW/ MTOW),
Perfect Engines,
No wind (perfect conditions),
etc

(Book figures, without factoring in the outside factors)

I got the same penalty but I think it's regarding landing because during take-off I didn't use the flaps.
But I got the speed penalty too and I'm guessing it's during the landing.
Can I change this anywhere so that I can make use of the fsx values (Approach : 202 KIAS Full Extend: 158 KIAS)?
I'm not speaking of the speed penalty itself.
