Just finally read this after several months...
I can only speak for IVAO policy which is English is MANDATORY, other approved ICAO langugages may be used, but may NOT be
substituted for English if a pilot requests it. ICAO languages are English, Spanish, French, Arabic, Russian, and Chinese.
