Obviously if you don't have it installed you won't be capable of accessing the FSPax menu, for FSX anyway. If you have an old version of
FSUIPC it may cause strange things to happen with some addons. For example during my last re-instillation of FSX Radar Contact would start and run but hang about 10 minutes into a flight. Turns out I had skipped installing the latest version of FSUIPC and the old version, which installed as part of the Radar Contact package, was causing the hang ups. That is only one example and I was wondering if something along those lines could be the culprit here.
As a side note, just for general information, Pete doesn't always update his website with the latest versions. The newest version of FSIPC
(4.719) can be found on the AVSIM forums though. http://forum.simflight.com/topic/66139-updated-modules/
