realistic light penalty doesn't work

As in title. I switched to realistic light penalty and it doesn't work. I tried to fly without strobe or NAV lights, or taxing with strobe after
landing and no penalty. Landing light penalty works. FSX on Vista x64 with ATR 72. Any ideas why?

The ATR 72 Might be the problem, as some payware or Freeware planes, don't use the ''system'' as the Default ones in FS!

It seems you're right. I just did a short flight in default A321 and it all worked fine. Thanks.
