Penalty thresholds without aircraft reference

Hello,

I'm flying Fokker-28, with payload model as well.

My model doesn't have any references (reading in FS9) , as V1, V2 MTOW etc.

The only penalty I got (in all flights) are for 'extended flap/ speed' or so.
BUT where can I find the correct relations. I decreased the speed to 160 with flaps (15) > penalty again....

I don't want to switch off that penalty point
