In real-life aircraft are not allowed to fly above 250 knots below 10,000 ft without
gaining special permission. Fspassengers simulates this.

As you're descending below 10,000 ft you need to keep an eye on
your speed. Reduce power and level off and deploy some flaps if
you have to, if you're making a fast descent then you may also
need to use the speed brakes.

Daniel is correct. I will add that in the dropdown menu there is an option to ask atc permission to break that rule.
