Looks like this method is good only to send all flights to VA when last leg of WT III will be compleated

You can reset last flight, last 5 flights or all flights. Just reset the last flight after exporting it.

Nope: although FSPWT3 requires that each member has his/her own config file, the PIREP accounts are NOT the same as the forum
ones.
