if you do want to rename the jpg also, so that the folder looks tidier, do so by...
rename both files
open the payload editor (start>programs>fspassengers>tools>payload_editor)
load the payload (you will get error about background not loading)
click the 'select a background' dropdown box, and chose the renamed jpg
save
done
