Is an electrical failure in flight considered an emergancy?

Depending on the severity of the emergency to be declared, the Co-pilot will decide, when you hit the declare emergency button, whether the emergency
warrants a PAN or a MAYDAY. There are not two seperate buttons, and you cannot choose which it will be.
