You can start a scenario with a very small setup, but there's no "debt" (or loans to buy aircraft). You start with a given amount of money, buy your
first plane, and move up from there. It be on as small or large a scale as you want, from single-engine props up to 747s.
You can edit a configuration file to customize your startup situation pretty significantly. For example, there's a "money multiplier" FSP uses which multiplies the amount of money you make off of each flight. Although its pretty artificial, its necessary in order to make enough money to buy planes and expand your fleet. The default setting for this multiplier is 50, and this leads to a (I think) way to rapid buildup of money. But you can adjust this down a lot too, and make it more challenging. There's a lot you can do to configure it for things like that.
