Zero passengers at the gate

A search turned up nothing on the topic.

I just finished making a payload model for the wonderful RealAir Scout but I can't seem to attract any customers.
I've lowered my prices and tried airports of various sizes. The company is fairly new and my rep is 52 %. The Scout only has room for 1
passenger which would be 100 % of my potential capacity. Is this an issue with smaller aircraft ?
