The number of passengers he listed is an example of having all VIP seating. The number of passengers of the type in the position is also
defined in the payload editor. You could have an Air Force One payload set with say 80 VIP passengers, it is what is approprate for the
aircraft and use not a fixed amount you can have for different seating types.
