Does FsPassengers include every update in the future?

Personally, if I were in your shoes at the moment, i would wait for the update is released for FSX and then buy the program. The problem
though at the moment is there is no exact answer for how long we will have to wait for the update is released and we don't know yet if we
will have to pay for this update or not. Until we get further more iformation, i would just wait, and then decide from the info we get, what to
do next.

I am waiting to buy FSX until the release of the next update because other-wise for me it will just be a waste of money.
