As I'm reworking completely the dangerous system you will be able now to define
precise circle area from 2km to 4000km
so you can even design a country with a high level and only a valley with a low level (intruder?)
or design "DCA" area were the war level is far higher than in other place...
One can than create a config file "vietnam" and provide a jpg map of the most dangerous area.... (red circle)
