What restrictions are you referring to? I am not familiar with Part 121 passenger operations, so maybe that is where the rule comes
from, but under Part 91 I am sure that there is no restrictions flying out of Dallas to an airport in Florida. I've flown out of Addison, TX
(close to Love Field) without any problems.
Are you thinking of landing fees perhaps? Like flying into KSFO part 91 is very expensive versus flying into nearby KOAK.
