Dumping fuel possibillities (I saw so far) were always announced as a special feature of a particular plane being advertized.
So - my guess is that it is something that has to be enabled on a 'specific airplane level', not as a 'generic modification'.
But than again.... it wouldn't be the first time I'm wrong....???
