I dont see how it could take 10 minutes to get from cruise to 14000. There is a maneuver called emergency descent, and it aint done at a
leisurely 2000fpm.

for pressurized aircraft, it says, you cannot operate above FL250 unless 10 minutes of supplemental oxygen is available for everyone
onboard.

above FL350, (assuming 2 pilots) neither pilot need wear them, unless one of them leaves the controls or they're above FL410. then,
then one of them needs to put on the mask.
