Yes. It works just fine.
There's also a fix file that adjusts some bridges but the default DCA2002 works great.
LGA2002 also works with FS9. The only major differences are the US Airways terminal - 2004 is much more detailed and lookes more
real - and the number of gates. 2002 was very crowded so he thinned it out a bit for 2004 - to ease the frame rates.
