I had a Geforce3 in my last PC with an even slower processor and less memory but I never had frame stops longer than 1 second during
scenery reload, and only with complex add-on scenery. So I think it's another problem. Maybe your harddisk. Make sure it's not fragmented and
there's enough free space for the swap file.
That's only one thing I can think of, maybe there are several problems working together. You could also try to lower your FS settings, like
texture detail, display distance and so on and see if that changes anything.
BTW: Does it happen with ANY add-on scenery or is it a specific one?
