payload editor unable to open .ini file

this has not happened before... payload editor cannot open level-d 767 payloads that i downloaded from this website. also, i tried to
create my own payload model for leveld 767, but fspax (in flight simulator) cannot load it when i attempt to load passengers.
(im using FS9)
what's the problem?

Hello,

Please check the FAQ about payload filename, this is probably the reason.
Do you have the link to the payload model that you cannot load ?
