Time of arrival

Whenever I fly from SBRJ to SBSP (a 50/55-minute flight), I arrive on time at the airport, but I always receive a heavy penalty for arriving
about 55 minutes late at the airport.
I set the expected arrival time according to the GMT clock at the "set destination" screen.
Am I doing something wrong, or it's a bug?
