Cant use all Seats

Hello, I have a problem with my FsPassenger.

During loading of my aircraft i cant use all seats in each station like i want, although enough passengers waiting at the gate.

Example (183 PAX waiting):

My Payload File that I created said:

Station 1 - 18 Seats
Station 2 - 84 Seats
Station 3 - 84 Seats

During loading of my aircraft i can only Load

Station 1 - 17 Seats
Station 2 - 83 Seats
Station 3 - 83 Seats

but i want to load like this:

Station 1 - 18 Seats
Station 2 - 82 Seats
Station 3 - 83 Seats

all stations are Economy and all prices are on the minimum. (I use FsP only for simulating Passengers and loading the Aircraft)

A few days ago that still worked like i want . I have not changed any settings.

I hope someone knows the problem and can maybe help me out ?

It could be as simple as using a different payload model or that you have started the flight at a location you have not landed at before. In that case
you would not be able to utilize all seats on the aircraft. The more you "visit" a certain airport, the bigger the load you can carry. It is not a
program problem.
