Small penalty suggestion

For some reason this post was lost first time round, so here's take two:

While I remember, how about a small penalty if you start or leave music on while the steward/ess gives the safety announcement?

(If I recall correctly, no music is played during safety announcements in real life so that it's easier for people to pay attention to them.)
