New Bug regarding 250 knots below 10,000 ft issue.

From what I can determine, I got a number of penalty points on a flight this morning, because my ground speed reached 321 knots in an
ATR 72 at 8,000 ft. I had a 55-60 knot tail wind. My indicated airspeed never exceeded 250. Its a minor bug, but one that should be
addressed none the less.

You should had a burst of windshear because the speed for this penalty is taken from IAS (indicated airspeed)
I just checked in 04 version.

Likely your indicated airspeed IS going beyond 250 below 10K. Also, it is likely that you don't have wind smoothing via FSUIPC? I haven't
had an overspeed while in cruise or descent in about 2 years since I got FSUIPC.
