PIC 737 Reverse thrust question

Hi guys,
I have read the topics on reverse thrust under 60kts I am picking up the penalty depsite the fact that I am cutting the reverse thrust at
80kts. Now on my pre start up checklist I make sure the reverse thrust is not engaged by pressing F2 and then F1 I hear the co pilot call
out reverse thrust set. I am guessing this maybe why I get the penalty is this possible ?

Sure! It has happened to me with LDS767. On ground never press F2!!

yep, as you say, you engage reverse thrust as a test, followed by F1. once you have pressed F2, thats reverse thrusts on, and your, well,
quite alot under 60kts
