Fuel Reserves Question

Hi there,
today i made a flight from Marseille to Cologne on 737-700. I had to make a holding of several minutes (roughly 20 minutes)
The report tells me the following:

Climb Fuel Used: 29023lbs
Descent Fuel Used: 4132lbs
Cruise Fuel Used: 4495lbs
Cruise Fuel/hour: 6236lbs
Total Fuel Used: 29023lbs
Fuel Not Used: 8404lbs
and:
Flight Regulations require that you have sufficient fuel reserves upon landing (45 min). you only had reserves for 0:22h of flight (-300
points).

WHY? Fuel Not Used divided by Cruise Fuel/hour equals 1,35 equals 1h 21minutes which is well whitin the limits.

The same with a flight from Lissabon to Marseille. Cruise Fuel/hour = 5103lbs, Fuel not used is 10816lbs. And i get a penalty because i
have only fuel reserves for 0:25 minutes.

I had this problem also on a time , I calculated that I would have 28 litres of fuel and I added a 10% more and it wasn't enough so now I
take 20% more then I really need and so far no problems

I know i have to take enough fuel, but i want to know on what figures the 45 minutes rule is based in FSPassengers.

well the faa requires that you have 30 minutes fuel reserve for vfr day flying and 45 for night

Perhaps i wrote my question a little bit irritating.

I wanted to know how FSPax calculates how much minutes reserve is available.

I think it takes an average figure.
Although you say cruise figures would be within limits what if ATC asked you to climb?
You would then be out of the reserve limits.
