Fuel Penalty Question

You are supposed to land with 45 minutes of fuel left. Now I have flown using Radar Contact and have had to flying a holding pattern for
quit awhile but never until I was below the 45 minutes. If you do fly below the 45 minutes I assume that you will be penalized. Is there a
way to add something to FSPax to say I had to hold. Isnt that what the 45 minutes of fuel is for? Just curious.

In reality, if you have to hold so long that you'll be below IFR minimum on landing, you divert to your alternate (you did list an alternate on your
flight plan, right?) or request immediate landing clearance. I don't know how declaring an emergency for low fuel would impact FSP, though.
