How to disable penaly in more_option.cfg?

Hi everyone!!

Sorry to ask this question.
I looked for my answer with the "search" tool, but I couldn't find any answer to my question.
I don't know where I got it, but before to re-instal FSP, I disabled this penalty.

Does some people can help me?
