Take off at high altitude airport and lights penalty

Hi,

What will happen if I take off from SLLP (13000 ft) and setting my landing light for take off with all lights penalty active ?
Will I have a penalty ?
If yes. Will it be fixed on the next update ?
Can FsP program test :

If on ground and $altitude >= 10 000 ft then
disable landing light penalty till reaching $altitude + 5 000 ft
endif
