Can't ignore flap setting

As I have started out flying small aircraft in FSP, most don't require any flaps for takeoff. Well, no matter what I do, set to ignore flaps in the menu or in the .ini FSP still takes points for not using the
flaps. I feel like I have tried everything, different planes, setting just the menu, just the ini and both. Do i need to do a reinstall?? I am running FSX Accel and windows 7 x64. Thanks

Copy and paste here the part of the .cfg file you've apparently edited.

Ok, must have been half asleep when i edited the ini, I had disabled the flap speed, not flap settings. So If i disable the flap setting in the ini FSP does ignore it, but the flap settings in the FSP menu
still doesn't seem to have any effect. I haven't messed around with it enough to see if the other settings in the menu work, but I might do that if I have some time this afternoon. I would like to be able
to turn the flap setting ignore on and off in the game w/o having to edit the ini.

Short answer is that you can't change the .cfg file without exiting FSP.
