B747-400 and Flap speed

I am having a recurring problem with the standard B747 MS plane.
Although I am watching the speeds like a hawk and the flaps are not out at anything like the speed shown for flaps max.speed, I keep getting penalised for
exceeding the flap speed.
How can I check where this happened?
