Ok I have searched about and found the file.
Microsoft flightsim\SimObjects\Airplanes\b747_400
As stated above open this in wordpad. Scrolling about 3/4 of the way down the page you will find THIS!
[flaps.0]
type = 1 // 1 - tail, 2 - lead
span-outboard = 0.8 // 0.0 .. 1.0
extending-time = 25 // seconds
flaps-position.0 = 0 // degrees
flaps-position.1 = 1 // degrees
flaps-position.2 = 5 // degrees
flaps-position.3 = 10 // degrees
flaps-position.4 = 20 // degrees
flaps-position.5 = 25 // degrees
flaps-position.6 = 30 // degrees
damaging-speed = 220 // KIAS
blowout-speed = 250 // KIAS
lift_scalar = 0.7
drag_scalar = 0.9
pitch_scalar= 0.9
system_type = 1 //Hydraulic
[flaps.1]
type = 2 // 1 - tail, 2 - lead
span-outboard = 0.8 // 0.0 .. 1.0
extending-time = 2 // seconds
flaps-position.0 = 0 // degrees
flaps-position.1 = 1.0 // degrees
damaging-speed = 250 // KIAS
blowout-speed = 300 // KIAS
lift_scalar = 0.3
drag_scalar = 0.1
pitch_scalar= 0.1
system_type = 1 //Hydraulic
Change the values in red to 250 and 300 and SAVE the changes. Then you are done and you can fly without ripping off the flaps
and getting penalty points for flying too fast with flaps extended.

moderator edit:
Dear B.Scott,
As this is a general fix for allflap blow-outs, it is better to generalise as all aircraft.cfgs differ in the position
of the parts that require editing, but every aircraft has one; your post has been edited accordingly.

Is the same for 737-800?
