On the checklist of the concorde it needs 400kts below 10,000 ft but the speed restriction doesnot let you above 250kts below 10,000ft

Ask ATC (via FSP menu) to lift the 250 kts limitation. If it refuses, you can disable that penalty under more_options.cfg.

I am reading a book about the Concorde and it mentions in there that the Concorde had to obey all the rules everyone else did below
10,000ft, including the 250kt below 10000. Funny thing about the Concorde, at low speeds, it takes more thrust to go slower and less thrust to go faster. :-) Crazy OGIE wings eh?

That's true, although a "no speed" climbout was the norm even though this was still at ATC's approval
