I had the same problem with some of my planes. I had a metroliner which has a payload of 19 pax and a little cargo and luggage. What I
did was, put 100% fuel and 16 pax ( as I have 99% customer rating) which it says is 97% of the passengers and then I looked at the
total aircraft weight to see what it was. To make it realistic I changed mtow to 2500 below the total weight. 287% was the figue or there
abouts. I think I changed it by about 5000lbs. I changed the empty wieght by about 1500 as well.

I felt that if I was going to play around with it until I was happy that the C of G didn't change much if at all. I have also done this on a lot of
my aircraft, as I fell that the airlines fly with simular planes and some of the aircraft that is downloaded, there weights might note be too
correct. Don't take that as gospel as I don't know where they get there info on aircraft.

It took me awhile and a lot of ckecking in the forum and FAQ's to feel confident when changing aircraft config's. The most important thing,
before you change anything is, save original aircaft configuration file before you start. Take it from experience, it is not fun
when you crash after making changes because a plane is too heavy to leave the
ground.

Hope that helps a little. The key to what I am saying is adjust it many times until you have something that you are happy with and that is
more realistic to use. So far, I haven't had any trouble with doing this. You can test how it is until you are satisfied with the result..
