Do you have full rights to your pc? And, did you try to install without antivirus running? Also, the latest -SE version of FsP should work if you selected the correct version of FsP to install. Another issue that can crop up is the protections that are built in to Program Files (x86) directory...if that's where you installed -SE. I've seen this a number of times on the forums. That in itself could create problems when installing certain software. For some people it's not a problem, however. It can be a system specific issue.
