Problesms on using FS Earth Tiles (Water Mask)

Hi everyone, i just wanna made a satelliete image for Hong Kong by using FSET...but there is a problem on water mask...

I have followed the instructions on manual to create the AreaKML.kml using the Google Earth. After using the FSET to create the scenery and opening
FS2004, the screen is:

One of the reason I think maybe the FS Earth Masks cannot recognize the water image in the google map...so how can I beat it???
