Inconsistant flap setting penalty

I am playing around with one of the small company scenarios so I only have the one C182. Flying the same plane using the same cargo
weight with the same flap setting from the same airport every single time, I will get the wrong flap setting on take-off 30% of the
time. Yes, I did a search, so I'm stumped. I humblely seek the advice of the geeks, oh wise and knowlegable readers of the code please
guide me to the line that determines this most foul of penalties.
