Keep flying out of the same airports and you will get more pax eventually.

The older model A36 has can seat four people. One is for you - the pilot. that leaves three empty seats. With two passengers that gives you a 66%
passenger rating.

I have many numerous flights out of the same airport, (over 20), and have yet to have a full airplane. At the present time, I have a 99% satisfaction
rating and still have less than 80% full on my flights after 10 flights at my present "home" airport.

if its using the default model that would cause your problem, try making a payload model yourself.

I have completed more than 50 flights from and to my home airport (Athens) and my airline's reputation has reached 99% and I still have
about 320 passengers in a 392-seats configured 747. It takes time. FS Passengers tries to simulate this way the confidence of your
potential passengers to your airline the same way you would not choose to fly with an airline you have never heard about.
The percentage of passengers satisfaction counts but still you have to be known to people living around each airport and the only way to
do this is by flying from and to that airport or airports. For example I have less passengers when I depart from Heathrow. It takes time.
