I know one program called panelstudio, it's payware i think... But you can get a wealth of info on the avsim forums where they have special areas
dealing with scenery and aircraft design

You need alot of Graphic work-talent, And Programming knowledge (EasyGauge I guess could be an alternative, but you still need graphics)!
