All backup files are on the FS2004 disks as I found out yesterday to get my default water back.
The cap files can be opened with no problems.

They're actually called "CAB" files. Basically, do some searching around, and you should find the folder with the appropriate textures in it.
I've had to do the same previously, but don't recall the disk/cab file the clouds were on.
