Yes, it does mean that the parking brake is on, to the best of my knowledge.

And I have no idea, this is a really weird occurrence. I can't think of anything that would cause it.

Some addons may "eat" keyboard key, do you have any other add-on installed ?
(navigator fsuipc etc etc...)

Make a FsPassengers flight, quit when complete and post the FsPassengers/log.txt please.

Yor problem is in MODULES folder. I just had a same thing happen, but i got an idea from your post and kind of found a problem.

If you are using active SKY it will cause a problem. Go to your modules folder and see if there is any file name with 619 in it or has
duplicate dll files.... LIKE GLOBAL.DLL Comapred to GLOBAL619.DLL . If you see any files that are duplicate like this, then erase ones
with additional numbers or letters. It helped me.
